To amend title XVIII of the Social Security Act to adjust the eligibility for the rural emergency hospital designation under the Medicare program.

This bill aims to broaden the eligibility criteria for facilities seeking designation as rural emergency hospitals (REHs) under the Medicare program. It amends the Social Security Act to expand the look-back period for eligibility, allowing facilities that met the necessary conditions at any point during the period beginning on January 1, 2015, to qualify.

Furthermore, the legislation clarifies that a facility's eligibility for REH designation will not be impacted by changes in its ownership or its national provider identification number. These adjustments are designed to provide greater flexibility for rural healthcare providers, helping more facilities convert to REHs and ensuring continued access to essential emergency services in underserved rural communities.
