These Roadmaps, available on a single webpage, will detail application steps, checklists, evaluation criteria, common reasons for denial, and quarterly updated funding opportunities. The bill also mandates standardized notifications for grant applicants, confirming receipt, indicating completeness, and informing them of review advancement or denial. Denials must provide a plain-language summary of evaluation criteria and guidance for strengthening future submissions. To enhance accountability, the Secretary must maintain a publicly accessible, searchable database of all grant awards, updated quarterly, including recipient, project location, award amount, and program details. For competitive programs, the Act requires publication of all scoring factors , their weights, tie-breaker rules, and priority areas. Finally, the Act ensures State, parish, and county rural development offices receive annual training on the Roadmaps and common applicant challenges. Implementation is required within 180 days using existing resources and without additional appropriations.
