This bill appropriates $3.5 billion for the fiscal year ending September 30, 2027, to the U.S. Department of Agriculture, specifically for providing block grants to States. These grants are intended to compensate for losses of revenue, quality, or production of crops, trees, bushes, and vines, including those prevented from planting, due to specific freeze or cold weather conditions, and explicitly cover multi-year crop losses. Funds are exclusively available for losses occurring in counties that received a disaster designation for freeze and related cold weather conditions issued by the Secretary on March 4, 2026, and are disbursed upon request from a State department of agriculture or appropriate State agency. The Secretary of Agriculture is required to submit quarterly reports to Congress on the implementation of this assistance until the funds are expended, with the appropriation designated as an emergency requirement.
