This legislation establishes a significant contracting preference for federal public buildings that incorporate innovative wood products , such as mass timber , into their construction. This preference mandates that these products must be procured from innovative wood product facilities located within the United States and harvested from U.S. forestlands. The sourcing must also adhere to responsible sources , which include independently certified procurement standards or jurisdictions with regulatory programs implementing best management practices. Furthermore, the bill prioritizes innovative wood products sourced from restoration practices , forest management actions designed to protect communities from catastrophic wildfire, or from underserved forest owners . The Administrator of General Services or the Secretary of Defense must seek appropriate documentation to verify these sourcing requirements. Finally, the legislation requires a lifecycle assessment of new public buildings using innovative wood products to evaluate their global warming potential, with a report on the findings to be submitted to Congress and made publicly available.
