To amend the Communications Act of 1934 to provide for a gender identity content descriptor for video programming, and for other purposes.

This bill amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to address content related to gender identity in video programming. Within 90 days, the FCC must determine if the TV Parental Guidelines have voluntarily adopted and consistently apply a content descriptor for programming that depicts, discusses, or promotes gender identity, gender transition, transgender identity, or non-binary identity . If these voluntary conditions are not met, the FCC must establish regulations for such a descriptor. This descriptor would be mandatory for distributors to transmit with any video programming containing such content that is marketed to children , specifically those rated TV-Y, TV-Y7, or TV-G. The regulations would also ensure the descriptor is compatible with parental-control technologies like the V-chip , while explicitly stating it does not ban or censor any programming.
