Residential AED and CPR Preparedness Act of 2026

This legislation proposes to amend the Public Health Service Act by creating a new grant program designed to promote access to automated external defibrillators (AEDs) and cardiopulmonary resuscitation (CPR) in eligible federally assisted multifamily housing. The program would allow the Secretary to award grants to owners or operators of such housing, provided they partner with a qualified health care entity , to develop and implement comprehensive cardiac emergency preparedness programs. Funds from these grants could be utilized for various activities, including developing program materials, providing AED and CPR training for residents and staff, establishing cardiac emergency response plans, and purchasing or maintaining AED devices and necessary supplies. The bill defines eligible housing as residential accommodations with at least five units receiving assistance under specific federal programs, such as Section 811, Section 202, and project-based Section 8. The Secretary is mandated to consult with various stakeholders, including the Department of Housing and Urban Development and relevant health organizations, and to report to Congress on the program's implementation. The bill authorizes an appropriation of $25 million annually for fiscal years 2027 through 2031 to carry out this program.
