Small Business Innovation Voucher Act of 2026

This bill mandates the Administrator of the Small Business Administration to establish an Innovation Voucher Grant Program . This program will provide competitive grants to small businesses, enabling them to purchase technical assistance and services from eligible entities such as higher education institutions or nonprofit research labs to advance research, development, or commercialization of new products and services. The program's core purposes are to foster collaboration between small businesses and research institutions, facilitate access to advanced research capabilities, and enable the development of innovative products. It aims to promote business dynamism, stimulate U.S. leadership in technology, and accelerate workforce development. Grants will range from $15,000 to $75,000, covering a federal share of up to 75% for smaller grants and 50% for larger ones, with $10,000,000 authorized annually for fiscal years 2026 through 2030. Both grant recipients and the Administrator are required to report on project outcomes and the program's overall impact.
