This bill directs the Under Secretary of the Science and Technology Directorate within the Department of Homeland Security (DHS) to establish a comprehensive, department-wide policy and process. This policy is specifically designed to safeguard research and development (R&D) acquisitions from unauthorized access to or disclosure of sensitive information, thereby enhancing the security of critical R&D efforts across DHS. Additionally, the legislation mandates a report from the Comptroller General within one year to assess DHS's compliance with National Security Presidential Memorandum-33 (NSPM-33) and related federal research security guidelines. This report will detail disclosure requirements, violation reporting, and interagency coordination on research security matters. The Secretary of Homeland Security is also required to provide a congressional briefing within 90 days, outlining the development of these new safeguarding policies and processes.
