PETS Act

The Practitioner Enforcement and Tracking of Substances Act, or PETS Act , seeks to strengthen Prescription Drug Monitoring Programs (PDMPs) by expanding compliance requirements for veterinarians and enhancing data collection. It clarifies that veterinarians must consult PDMPs before prescribing controlled substances and report dispensing information, substituting the animal owner's details for the veterinary patient's. Furthermore, the bill mandates that all prescribing or dispensing practitioners, or their designees, report any instance of a non-fatal overdose event requiring intervention to the PDMP within 72 hours. It also amends existing law to make it a mandatory requirement, rather than optional, for states to utilize PDMP data to identify and prevent drug misuse and abuse. These provisions aim to improve oversight of controlled substance dispensing and enhance early detection of overdose incidents.
