This bill amends the Higher Education Act of 1965 to direct the Secretary of Education to encourage institutions of higher education to develop and implement evidence-based comprehensive campus mental health and suicide prevention plans . These efforts must be coordinated with the Secretary of Health and Human Services and align with recommendations from the Suicide Prevention Resource Center and existing federal mental health programs. The Secretary's initiatives should also consider current federal and state efforts and may involve collaboration with nonprofit organizations and other experts. To ensure transparency, the Secretary is required to report to Congress on these efforts one year and three years after the Act's enactment. Importantly, the legislation clarifies that it does not create new statutory requirements for institutions or grant the Secretary new regulatory authority.
