The Pro-Housing Act of 2025 establishes two key programs to address affordable housing shortages. The Secretary will issue guidance on recommended policies to expand housing supply, improve affordability, and reduce segregation, including strategies for repurposing land and streamlining approval processes. A learning network will also be established to share best practices among participating entities. The second major component of the bill directs the Administrator of the General Services Administration to establish a pilot program. This program facilitates the transfer of unused Federal real property from various agencies to eligible state and local entities. The purpose of these transfers is to enable the development of mixed-use neighborhoods or affordable housing. This property transfer pilot program is set to terminate five years after the bill's enactment.
