This legislation amends the Small Business Act to mandate that the Administrator of the Small Business Administration (SBA) report on the agency's use of artificial intelligence (AI) and machine learning (ML). Specifically, the Administrator must submit annual reports to the House and Senate Committees on Small Business, detailing the current application of AI/ML, the associated benefits and risks, and measures to effectively identify, evaluate, and manage these aspects. These reports must also explain how the Administrator plans to retain human involvement in important decisions informed by AI/ML, identify tasks suitable for AI/ML, and determine the appropriateness and effectiveness of specific AI/ML tools for various functions. Following the submission of each annual report, the Administrator is required to provide a briefing to the aforementioned congressional committees to discuss the report's contents and findings.
