This bill aims to prevent the deactivation and reduction of Expeditionary Combat Aviation Brigades (ECABs) by imposing strict limitations on the use of Army funds. Specifically, it prohibits the obligation or expenditure of funds from fiscal years 2027 through 2031 to retire, deactivate, or otherwise diminish the capabilities, resources, aircraft, or personnel of ECABs, unless the Secretary of the Army certifies a plan to recapitalize aircraft and restore any reduced capabilities or personnel levels. Furthermore, the legislation requires the Secretary of the Army to reinstate or reactivate any ECABs that were reduced prior to the bill's enactment within one year, restoring them to their previous levels, and to report on this implementation. The bill also mandates a plan within 180 days for sustaining and modernizing ECAB aircraft and authorizes an appropriation of $35 million for fiscal year 2027 for ECAB aircraft operation and training.
