FED UP with Bleeding Disorders Act of 2026

This bill addresses the significant issue of undiagnosed and undertreated bleeding disorders, particularly among women and girls, who often experience long delays in diagnosis and face higher risks of adverse health outcomes. It mandates the Secretary of Health and Human Services to conduct a comprehensive review of Federal programs, activities, and strategic plans related to bleeding disorders in women and girls. This review will assess the state of scientific research, provider training, and access to treatment, especially in rural and underserved areas, as well as their inclusion in clinical research. Following this review, the Secretary must submit a detailed report to Congress within two years, outlining findings, recommendations for improvement, and strategies for enhanced interagency coordination among relevant Federal agencies. The review process will also include a public comment period, ensuring input from individuals with bleeding disorders and patient advocacy organizations. This legislation also directs the Secretary to establish a national, evidence-based public education and awareness campaign targeting women, girls, and various healthcare providers. This campaign, to be implemented through competitive grants or contracts, aims to improve awareness, diagnosis, and treatment of bleeding disorders. It emphasizes reaching individuals in rural and underserved areas with culturally and linguistically appropriate resources, and disseminating information to public health departments and healthcare facilities. The bill authorizes an appropriation of $10,000,000 for each of fiscal years 2027 through 2031 to fund this crucial awareness initiative.
