This legislation requires the Small Business Administrator, in consultation with the Office of Veterans Business Development, to provide mandatory training to federal agencies that have not met their contracting goals for small business concerns owned and controlled by service-disabled veterans. The training is designed to educate covered employees on effective strategies to increase the number of contracts awarded to these specific veteran-owned businesses. Furthermore, the Administrator must issue comprehensive guidance and best practices within 180 days of enactment to assist federal agencies in achieving these contracting goals. Annually, the Administrator is also mandated to submit a report to Congress , detailing agencies that failed to meet the goal, the number of trainings conducted, and an overview of the training content provided.
