This bill amends the Arms Export Control Act to significantly broaden the use of foreign military financing (FMF) . It authorizes eligible foreign countries and international organizations to use FMF funds to procure defense articles, services, and design and construction services directly from commercial entities , rather than solely through U.S. government sales.
