This bill aims to significantly improve air traffic control safety and efficiency, particularly at smaller, contract-operated towers, by enhancing situational awareness. It mandates that the Administrator of the Federal Aviation Administration (FAA) acquire and install certified Airborne Position Reference Tools (APRTs) within one year at contract air traffic control towers that currently lack Standard Terminal Automation Replacement Systems (STARS) or other situational awareness tools. Furthermore, the legislation amends existing law to require the FAA to purchase, install, and maintain STARS or equivalent systems at contract towers not already equipped with such technology, using services from original equipment manufacturers or the FAA itself. It also directs the FAA to establish a training program for contract tower air traffic controllers to ensure proper integration and use of this new equipment. The bill includes provisions for reimbursement to airport sponsors or towers that independently acquired certified situational awareness systems, including APRTs or STARS, prior to the bill's enactment, and authorizes expenditures for these improvements.
