To allow States to require payment of State fees related to boating as a condition for issuance of a vessel number and to collect such fees in conjunction with other fees related to vessel numbering.

This bill amends title 46, United States Code, to grant states new authority to require the payment of certain boating-related fees as a condition for issuing a vessel number. These fees may include those for search and rescue operations, boating safety measures, or efforts to address aquatic invasive species.

States are permitted to collect these new fees in conjunction with other existing vessel numbering fees. Crucially, all funds collected under this authority must be used exclusively for activities directly related to improving recreational boating, enhancing boater safety and access, facilitating waterway use by recreational boaters, and combating aquatic invasive species.
