This legislation mandates that public institutions of higher education receiving federal funds must make opioid overdose rescue kits readily available across their campuses. Within one year of enactment, the Secretary of Education, in consultation with the Secretary of Health and Human Services, will establish the specific requirements for these kits. An opioid overdose rescue kit is defined as containing Narcan, Naloxone, or other FDA-approved medications that can negate or neutralize the pharmacological effects of an opioid. The bill specifies that these kits must be located in various facilities, including classrooms, libraries, dormitories, and research facilities, and should be placed near automated external defibrillators where feasible. Furthermore, emergency medical services personnel employed by the institution must carry these kits. Institutions are also required to register the location of each kit with their health center, replace used or expired kits, make a list of locations publicly available, and provide training on their use and location during student orientation programs.
Referred to the Committee on Education and Workforce, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
