This bill, titled the "Countering Russia's War on Faith Act," requires the Secretary of State and the Secretary of Defense to jointly submit a report on the Russian Federation's efforts to persecute, suppress, or discriminate against religious freedoms in Ukraine and its temporarily occupied territories. This report, due within 120 days of enactment and annually for three years, must detail activities by the Russian government or affiliated entities that engage in serious human rights abuses against Christians, Jews, Muslims, and other religious minorities not aligned with the Russian Orthodox Church. It also requires identification of damaged or seized religious facilities and an assessment of the overall impact on religious freedom, including forced displacement and restrictions on religious practices. Following the submission of each report, the President must certify within 30 days whether there are reasonable grounds to determine that any individuals or entities listed in the report have engaged in the described conduct. If an affirmative certification is made for a foreign person, the President is mandated to impose applicable sanctions. These sanctions would be implemented under existing frameworks such as the Global Magnitsky Human Rights Accountability Act or other Ukraine/Russia-related sanctions. The bill also allows for the waiver or termination of sanctions if an individual or entity is subsequently determined to no longer be engaging in the specified conduct.
