This legislation requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a Climate Change Education Program within one year of enactment. The program's primary objectives are to increase climate literacy by broadening understanding of climate change, its consequences, and potential solutions, and to provide formal and nonformal learning opportunities for individuals of all ages. It will emphasize actionable information to help people understand and promote new technologies, jobs, career training, and programs related to climate change, adaptation, mitigation, resilience, and justice. As part of this program, NOAA will establish a grant and cooperative agreement initiative to fund various entities. These include State and local educational agencies for developing climate literacy plans for grades 4-12, providing educator training, and integrating climate concepts into curricula. Institutions of higher education will receive support for applied climate research and direct services to local communities, with a focus on long-term partnerships and equitable outcomes. Additionally, grants will go to professional associations for continuing education in green economy fields and to youth corps organizations for community-based climate work with an educational component. The bill authorizes an appropriation of $50,000,000 annually for fiscal years 2027 through 2032 to carry out the Act. A significant portion of funds for higher education and youth corps projects, specifically 40 percent, will be directed towards environmental justice communities . NOAA is also required to submit annual reports to Congress evaluating the program's scientific merits, educational effectiveness, and broader impacts.
