This legislation mandates the establishment of Youth Advisory Councils within five key federal agencies: the Environmental Protection Agency, Department of the Interior, Department of Energy, Department of Agriculture, and Department of Commerce. These councils are tasked with providing recommendations to their respective agency heads on governmental approaches to environmental issues as they pertain to youth communities. Their focus includes developing programs for disadvantaged communities , measuring the impact of climate change on youth, and researching environmental justice, climate change mitigation, and pollution reduction. Each Youth Advisory Council will comprise 15 to 25 members, aged 16 to 29, appointed for two-year terms. Membership requirements emphasize geographic diversity and varied backgrounds, with a crucial provision that at least 50 percent of members must come from or primarily reside in disadvantaged communities. Agencies must also consider diversity, equity, inclusion, and accessibility in their selections. The councils are required to meet at least annually, with meetings generally open to the public and overseen by a designated Federal officer. Agencies will provide an educational curriculum to council members and administrative support. Annually, each council must submit a report detailing its recommendations to the applicable agency head. The bill authorizes an appropriation of $250,000 for each of the five agencies annually from fiscal years 2027 through 2037 to implement these provisions.
