The legislation directs the Secretary of the Treasury to deposit all non-Federal contributions into this Fund, encompassing both unexpended amounts provided before the bill's enactment and all future contributions. Funds deposited, along with any interest earned from authorized investments in U.S. obligations, will be made available to the Secretary for expenditure according to the Program Documents.
