This bill directs the Committee on Foreign Investment in the United States (CFIUS) to conduct a comprehensive review of certain transactions completed since January 1, 2017. The review specifically targets transactions involving real estate, businesses, critical infrastructure, or assets located near or functionally supporting facilities vital to the United States nuclear triad , including ICBM sites, submarine bases, bomber bases, and nuclear command infrastructure. The primary purpose of this mandated review is to assess whether these transactions present a risk to national security . CFIUS must determine if mitigation measures, reopening of previous reviews, or recommendations for Presidential action are necessary to address identified risks. Within 180 days of enactment, the Secretary of the Treasury is required to submit a classified report to Congress detailing the review's findings and any actions taken or recommended, along with an unclassified summary.
