This legislation amends the National Quantum Initiative Act by adding a new section focused on upgrading and improving access to quantum research resources. It authorizes the National Science Foundation (NSF) to award grants to institutions of higher education or eligible nonprofit organizations, or consortia thereof, to enhance research facilities and access to critical equipment and instrumentation for quantum information science, technology, and engineering. Finally, the grants will support professional staff to operate and improve these vital research resources, with institutions and industry partners required to submit applications for funding.
