The "Negating Obligations for Transit-Oriented Developments Act," or NO TOD Act, aims to significantly restrict federal funding for transit-oriented development projects. It achieves this by amending titles 23 and 49 of the United States Code to remove such projects from eligibility for two major federal financing programs. Specifically, the bill prohibits transit-oriented development projects, defined as those designed for commercial or residential use, from receiving assistance under the Transportation Infrastructure Finance and Innovation Program (TIFIA) . It also eliminates eligibility for these projects under the Railroad Rehabilitation and Improvement Financing (RRIF) program , striking language that previously encouraged their development. Furthermore, the legislation repeals a dedicated transit-oriented development planning pilot program established under the Moving Ahead for Progress in the 21st Century Act (MAP-21). These changes will apply to all project applications submitted for these programs on or after the date of the bill's enactment.
