This legislative proposal seeks to address Hungary's continued reliance on Russian energy and its actions to obstruct financial and security assistance to Ukraine. Congress finds that while most European Union members have significantly reduced their dependence on Russian fossil fuels, Hungary has increased its reliance and has blocked substantial aid packages for Ukraine. The bill establishes a United States policy to hold Hungary accountable for actions that undermine US national security interests, particularly regarding energy diversification and support for Ukraine. The bill mandates the President to impose sanctions on senior Hungarian government officials who, after the bill's enactment, take steps to block aid to Ukraine or continue to facilitate oil or natural gas imports from the Russian Federation. These sanctions include the blocking of property within U.S. jurisdiction and rendering individuals inadmissible to the United States , including visa revocation. However, sanctions would not be imposed if Hungary formally adopts and implements a time-bound plan to end its dependency on Russian energy and continuously ceases obstructing aid to Ukraine for at least 180 days. Additionally, the bill requires the Secretary of the Treasury and the Secretary of State to submit a report detailing any United States Government facilitation of Hungarian purchases of Russian oil and natural gas. This report must include justifications for any licenses or comfort letters issued since October 2025 related to such transactions, along with an estimate of the total volume and dollar value of these purchases.
