This bill aims to prevent executive agencies from acquiring or using unmanned ground vehicle systems that pose a national security risk. It specifically prohibits the procurement of any **covered unmanned ground vehicle system**, defined as one manufactured or assembled by a **covered foreign entity**. A covered foreign entity is an organization domiciled in, or subject to the influence of, a nation deemed a risk, or its subsidiaries. Beginning one year after enactment, executive agencies are also forbidden from operating such systems, including those used through contracted services. Furthermore, federal funds, whether through contracts, grants, or cooperative agreements, cannot be used to procure or operate these systems. Exemptions exist for specific agencies like the Departments of Defense and Homeland Security, allowing use for purposes such as **research, testing, counter-terrorism, or national security investigations**, provided it is in the national interest and the system cannot transfer data to a covered foreign entity or poses no cybersecurity risk.
