The Small Business Procurement and Utilization Reform Act of 2025, or SPUR Act, aims to improve federal small business contracting by modifying the existing scorecard program. It mandates that federal agencies track and report a new metric: the number of new small business entrants awarded prime contracts. This addition is designed to provide a clearer picture of how effectively new businesses are accessing federal opportunities. This new reporting requirement includes specific categories such as small businesses owned by service-disabled veterans, qualified HUBZone concerns, socially and economically disadvantaged individuals, and women, with data broken down by industry code and compared to prior fiscal years. A new small business entrant is precisely defined as a small business concern that has received its first-ever prime contract from any Federal agency. The Act also clarifies the definition of a "scorecard" and specifies that no additional appropriations are authorized for its implementation.
