This bill significantly amends the Congressional Accountability Act of 1995 to enhance accountability for employment discrimination and improve support for employees. A key provision requires Members of Congress to reimburse the Treasury for amounts paid as settlements and awards in all cases of employment discrimination acts committed personally by them. Additionally, other employing offices must reimburse the Treasury for claims involving retaliation against employees who file discrimination claims, expanding financial accountability beyond direct discrimination. The legislation also allows individuals filing claims under the Act to file an amended claim if a preliminary review determines they are not a covered employee or have not stated a claim for which relief may be granted. This provides claimants an opportunity to correct deficiencies in their initial filings. If an amended claim is not filed within 10 days or also fails preliminary review, the individual may still pursue a civil action, though a formal hearing is precluded. Finally, the bill permits the Office of Employee Advocacy to provide assistance to covered employees of the House of Representatives in connection with civil actions related to alleged violations of the Act. This support can be offered at any time, including after a civil action has been filed, thereby strengthening the resources available to employees pursuing their rights.
