The primary objectives of this system are to optimize hydropower generation by releasing cold water and to prevent the entrainment of invasive species , aligning with existing environmental plans. The study requires consultation with the Secretary of Energy and Colorado River Storage Project power contractors, and it must include all necessary hydrological modeling. If the Secretary determines a system is feasible and the power contractors concur, construction of the chosen alternative may proceed. The feasibility study must be completed within 18 months of the bill's enactment, with its costs covered by appropriated federal funds that are nonreimbursable.
