This bill establishes a new entitlement for employees of the Department of Veterans Affairs, including those in the Veterans Health Administration, to receive a supplemental period of unpaid parental leave . Eligible employees would be granted four administrative weeks of leave without pay during any 12-month period. This leave is specifically for the birth of a son or daughter or for the placement of a child for adoption or foster care. The entitlement to this leave expires at the end of the 12-month period beginning on the date of such birth or placement. This new leave is designed to supplement , not replace, any other existing leave entitlements available to federal employees.
