This bill mandates the Secretary of the Interior, acting through the Director of the United States Geological Survey, to conduct an ongoing study regarding aluminum recycling. The primary focus of this study is to assess the amount of aluminum currently being disposed of in landfills. The Secretary is required to submit a report to Congress triennially, beginning three years after enactment, in consultation with the Administrator of the Environmental Protection Agency. These reports must include detailed estimates of aluminum disposed of in landfills, categorized by end-use market, industrial waste sites, and automotive industry applications. Furthermore, the reports must estimate the amount of aluminum exported as foreign scrap, including to foreign entities of concern , and identify necessary improvements in collection and sorting technologies. The study also seeks to determine policies needed to divert aluminum from landfills and retain aluminum scrap within the domestic supply chain. Finally, the reports will analyze the effect of increased domestic aluminum recycling on lessening U.S. dependence on foreign entities for aluminum sourcing and enhancing domestic manufacturing capacity. This comprehensive study aims to provide critical data and policy recommendations to strengthen the national aluminum supply chain and reduce waste.
