Summary

This bill prohibits the use of federal funds by the Department of Homeland Security and the Department of Justice for civil immigration enforcement activities . This restriction applies specifically to areas within one mile of any 2026 Federation Internationale de Football Association (FIFA) World Cup match or FIFA Fan Festival. The prohibition includes an important exception for exigent circumstances , which are clearly defined within the bill. These circumstances encompass situations involving an imminent risk of death, violence, or physical harm to a person, including terrorism, or an imminent risk to national security. Additionally, exigent circumstances include the immediate arrest or hot pursuit of an individual posing an imminent risk to public safety, or the imminent risk of destruction of evidence material to an ongoing criminal case.
