This bill, known as the "Small AI Innovators Empowerment Act," directs the Department of Commerce to undertake a comprehensive study on the obstacles confronting small artificial intelligence businesses across the United States. The Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology and in consultation with the Small Business Administration, will contract an expert entity to conduct this vital research. The study is mandated to delve into several critical areas impacting these businesses. It will analyze both Federal and non-Federal funding opportunities , including early-stage capital, the accessibility of government funding, and the role of non-Federal investment. Furthermore, it will examine the utilization and impact of research and development tax credits , the role of accelerators and incubators, and the downstream effects of federal policies on technology stacks and market dynamics. Key aspects of the study also include assessing the impact of regulatory uncertainty on exit strategies and acquisition opportunities, as well as the influence of partnerships with larger firms and competition policy frameworks on growth. Finally, the study will address talent recruitment and retention challenges , ultimately aiming to provide proposals and recommendations to overcome these identified hurdles for U.S. small AI businesses employing 250 or fewer people.
