This bill directs the Federal Communications Commission (FCC) to issue new regulations for the Lifeline program within 120 days of enactment. These regulations will mandate the exclusive use of the National Lifeline Eligibility Verifier and the National Lifeline Accountability Database for all eligibility determinations, eliminating any state-specific opt-out options. Within 180 days, all current beneficiaries whose eligibility was not determined using these national systems must undergo re-examination, with assistance ceasing if they are found ineligible. Furthermore, new eligibility criteria are established, requiring applicants to be either a citizen of the United States or a qualified alien . Applicants must also provide their Social Security number (or a Tribal identifier) as part of the application process to qualify for assistance.
