Individuals with household incomes below 60 percent of the median nonmetropolitan income are eligible for subgrants, while those at or above 60 percent qualify for loans. The legislation increases the maximum subgrant amount from $15,000 to $20,000 and permits subgrants for wastewater systems to include funding for a performance warranty of at least 5 years . These changes aim to improve access to and the reliability of individual water and wastewater infrastructure in rural communities. Furthermore, the bill extends the program's authorization from 2023 to 2031, ensuring its continued operation for several more years.
