The bill, titled the "ACTION for National Service Act," fundamentally reorganizes federal national service efforts by establishing an AmeriCorps Administration . This new entity will operate as an Executive Department , replacing the existing Corporation for National and Community Service. A Director , holding the rank of an executive department head, will lead the Administration, advised by a newly constituted Advisory Board . The Advisory Board will be composed of seven members, including individuals with prior service experience, appointed by the President and congressional leaders. Its primary role is to make recommendations to the Director on policies, programs, and strategic goals, ensuring effective oversight and program development. The Director's duties include managing grants, contracts, and agreements with various organizations to support national service programs. A significant provision of the bill is the enhancement of national service educational awards . These awards will now be equal to twice the national average of in-State tuition and fees at public, four-year institutions of higher education. Crucially, these educational awards, along with the discharge of student loan debt through such programs, will be excluded from gross income for tax purposes. Furthermore, the bill addresses the financial well-being of participants by increasing living allowance amounts . For programs under the Domestic Volunteer Service Act of 1973, allowances are raised to 175% or 210% of the poverty line, up from 95% and 105% respectively. National Civilian Community Corps allowances are increased to 200% of the poverty line, and grant limits for full-time equivalent positions are also substantially raised, though these increases are contingent on sufficient appropriations to maintain current participant numbers. The living allowances will also be excluded from gross income for tax purposes. To foster growth, the bill establishes a 21st Century American Service Outreach Program . This program mandates regular outreach to individuals aged 17 to 30, informing them about national service opportunities, including those with the Peace Corps and military service. The Administration is tasked with developing a long-term strategy to gradually increase service positions, aiming to offer a service position to every eligible applicant. The legislation sets an ambitious 10-year goal to achieve not fewer than 1,000,000 national service participants per year by September 30, 2036 . To support this, it authorizes necessary appropriations and requires the Administration to develop a plan to increase approved national service positions to 250,000 by fiscal year 2027 and progressively thereafter. An interagency working group will also evaluate eligibility for educational awards and the feasibility of federal hiring preferences for service completers. The bill also creates a National Service Foundation , a charitable nonprofit corporation designed to accept and administer private gifts to benefit the AmeriCorps Administration and its activities. This foundation will be governed by a Board, chaired by the Director, and its assets and income will be tax-exempt. Finally, the legislation includes extensive conforming amendments to various federal laws, replacing references to the "Corporation for National and Community Service" with the "AmeriCorps Administration" and "Chief Executive Officer" with "Director," ensuring consistency across the federal code.
