This bill amends Title 38, United States Code, to establish a new authority allowing certain veterans to transfer their educational benefits. Specifically, it permits an individual who has been awarded the Purple Heart for service in the Armed Forces on or after September 11, 2001, to transfer unused Post-9/11 Educational Assistance to a family member. The transfer can be made to one or more eligible dependents , which include a spouse, child, or parent as defined in section 1072(2) of title 10. The total amount of entitlement transferred by an individual cannot exceed 36 months . The veteran must designate the specific dependents and the number of months each will receive.
