This bill mandates that the Small Business Administration (SBA) Administrator issue new rules within 180 days concerning federal agencies' cancelled solicitations where two or more small businesses were eligible to bid. These rules will require agencies to publicly disclose detailed information about such cancellations, including the justification, any plans for reissuance, or intentions to incorporate the requirements into other contracts. For cancelled solicitations that will not be reissued, the rules must establish procedures to refer affected small businesses to the agency's Director of Small and Disadvantaged Business Utilization (OSDBU) for assistance in finding similar contracting opportunities. Furthermore, the bill amends the Small Business Act to explicitly add a duty for OSDBU Directors to help small businesses identify new opportunities when a solicitation they bid on is cancelled and not reissued. All required information must be made publicly accessible on a Government-wide platform, and no additional funds are authorized for these new requirements.
