This bill grants the Secretary of Homeland Security the authority to transfer unobligated funds between various Department of Homeland Security accounts during a lapse in appropriations . These transferable funds must originate from specific provisions of Public Law 119-21, also known as the "One Big Beautiful Bill Act," including those initially designated for U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP). Crucially, the bill establishes clear restrictions on these transfers. Funds cannot be moved into the accounts of the Office of the Secretary and Executive Management, U.S. Immigration and Customs Enforcement, or U.S. Customs and Border Protection. Furthermore, any funds transferred under this new authority are expressly prohibited from being used for hiring individuals into vacant positions within the Department of Homeland Security.
