This bill grants the Secretary of Housing and Urban Development (HUD) the authority to prioritize the award of certain competitive housing grants. The primary goal is to direct resources towards areas that need them most, specifically low-income communities. When awarding a covered grant , which includes any competitive grant for the construction, modification, rehabilitation, or preservation of housing, the Secretary may give additional weight to applicants. This prioritization applies to projects located in or substantially and directly benefiting a community designated as a qualified opportunity zone under the Internal Revenue Code of 1986.
