This bill seeks to strengthen the mental health workforce by establishing a comprehensive loan deferment and forgiveness program. Under the program, the Secretary will enter into contracts with eligible individuals, allowing for the deferment of principal payments on eligible loans during their service period, though interest will continue to accrue. Upon completing five consecutive years of full-time service, the Secretary will assume the obligation to repay the lesser of 100 percent or $200,000 of the outstanding principal and interest of an eligible loan. Eligible individuals include those enrolled in mental health programs at minority-serving institutions or completing clinical training, and qualified mental health providers encompass a range of professionals such as psychiatrists, psychologists, and clinical social workers.
