This bill revises the method for calculating State apportionments for various federal highway programs, effective fiscal year 2026. It replaces the existing formula with a new system designed to ensure a more equitable distribution of funds. The new calculation first determines an initial amount for each State based on its proportion of combined apportionments received in fiscal year 2012 . Subsequently, these initial amounts are adjusted to guarantee that no State receives less than 95 percent of an "applicable percentage" of the total available funds. This applicable percentage is derived from the ratio of estimated highway user tax payments from that State into the Highway Trust Fund compared to the total payments from all States.
