The "Midnight Rules Relief Act" amends the Congressional Review Act (CRA) to streamline the process for disapproving federal regulations issued late in a presidential term. Specifically, it allows Congress to consider and disapprove multiple such regulations, often termed "midnight rules," through a single legislative action. The Act defines these "midnight rules" as those for which the required report was submitted during the final year of a President's term . It modifies the CRA to permit a joint resolution of disapproval to encompass several of these rules simultaneously, rather than requiring individual resolutions for each. This change includes a specific format for the resolving clause of such a joint resolution, enabling it to list all disapproved rules. The overall aim is to provide Congress with a more efficient mechanism to overturn a series of regulations from an outgoing administration.
