Dr. William W. Sullivan TRIO Upward Bound Student Stipend Support Act

This bill proposes significant increases to the financial support available for students participating in Upward Bound projects under the Higher Education Act of 1965. Specifically, for fiscal year 2027, the legislation triples several stipend categories, increasing amounts from $60 to $180, $300 to $900, and $40 to $120 per month. It also establishes a new maximum stipend of $300 per month for veterans participating in Upward Bound projects specifically designed for them during that fiscal year. Beginning in fiscal year 2028, the bill mandates an annual adjustment mechanism for these maximum stipend amounts. The stipends will be increased by a percentage equal to the estimated change in the Consumer Price Index , ensuring that financial assistance for students keeps pace with inflation in subsequent years.
