GUIDE Act

This bill authorizes the Department of State to create a program for recruiting, training, and retaining specialized disaster assistance professionals. This initiative, overseen by the Under Secretary for Foreign Assistance, aims to bolster the capabilities of the Bureau of Disaster and Humanitarian Response. The goal is to ensure the Bureau possesses sufficient personnel with the necessary skills and expertise to effectively plan, implement, and manage complex international disaster assistance operations. Professionals recruited under this program must demonstrate expertise in critical areas such as procurement , logistics , public health , nutrition , protection , engineering , and finance . This measure seeks to enhance the efficiency and effectiveness of U.S. international disaster response efforts.
