The legislation mandates that the Institute of Tropical Forestry in Puerto Rico maintain a staff of not fewer than 50 individuals , alongside sufficient resources. Similarly, it requires the Institute of Pacific Islands Forestry to employ not fewer than 30 individuals and receive adequate funding.
