This bill requires the Secretary of Housing and Urban Development and the Secretary of Agriculture to withdraw a specific final determination regarding energy efficiency standards for new construction of HUD- and USDA-financed housing. It prohibits these agencies from implementing or enforcing this determination or any substantially similar one, mandating a return to prior energy efficiency standards for covered programs. Furthermore, the legislation extends these restrictions to other federal entities, preventing the Department of Veterans Affairs from enforcing similar determinations and the Federal Housing Finance Agency from finalizing or implementing any new energy efficiency standards for housing. The bill also amends existing law to make it more challenging to adopt future federal energy efficiency codes, requiring that at least 26 states must have already adopted an equivalent or superior standard before a revised federal code can be considered.
