An alternative data set may be used only if the IBTrACS data is incomplete or if National Weather Service stations or other data sources in the affected or adjacent counties were damaged or provided incomplete data. This alternative data must be compiled by the Secretary using data from certified weather stations , such as those operated by land-grant colleges or universities, that meet National Weather Service standards. The Secretary is also directed to issue necessary rules and revise guidance for the HIP-WI endorsement within 180 days of enactment to implement these changes.
